Yes, it can: Fraser syndrome is an autosomal recessive congenital disorder characterized by developmental defects including cryptophthalmos (where the eyelids fail to separate in each eye), and malformations in the genitals, and mental retardation, among other defects. Hypertelorism, or increased separation between the eyes, has also been noted.
