Budesonide is the safest nasal steroid used in pregnancy. Some of the most common antibiotics used for bacterial sinusitis (amoxicillin, azithromycin) are generally considered to be safe.

Sinus rinses: Sinus congestion is common in pregnancy (rhinitis of pregnancy). If you are just stuffy with clear drainage, try a sinus rinse and/or saline spray. If you have facial pain, purulent drainage, or severe symptoms see your doctor.
