Consults needed: Your two symptoms are most likely not related. We can't diagnose your problems without a face to face clinical evaluation and x-rays. Not to mention that the list of possibilities is too large and would not be beneficial to you anyway. You will need to see a physician and a dentist to properly evaluate and treat you.

Scratching/allergy: Which came the first the rash or the tooth ache? If it is the tooth ache, then i would ask if you have been scratching your face next to the tooth? If that isn't the case, you may have an allergy to a medication that you may be taking.

Difficult : It will be difficult to figure out if they are related or not, suggest you see your dentist as soon as possible to take care of the pain and he/she may help you with the red rash.

Meds: Are you taking an antibiotic or other meds for your toothache. Could be an allergy to these meds.
