How and when should i use baby powder on my baby?

I don't : Baby powders were popular when people used cloth diapers /diaper services. You dealt with a greater moisture problem & the cleaned diapers always had a musty urine smell. Powders helped dry/covered the smell. Today the super absorbent diapers fix the moisture issue & the smell is gone. Talc containing powders can irritate the lungs if inhaled & starch just feeds germs.No need for either issue.
