Occasionally: Usually if you ovulate and don't conceive then menstruation probably occurs within 14 - 16 days after ovulation. If a cyst forms after ovulation called a corpus lutein cyst and stays around for a longer period of time than usual then menstruation can be delayed for a few days up to a week or so. The other possibility is that ovulation truly didn't occur.
