Hard to tell: With a 3 week period- you are probably having anovulatory bleeding (ie. No ovulation). This may be hormonal related or due to abnormalities in your uterine cavity. Specifically stress around this time of year can alter ovulation patterns. This is very easy to evaluate.

No way to know: No way to know. You may have had some trouble ovulating previously, which is why you are having abnormal bleeding. Usually ovulation occurs 14 days before the first day of your next period.
