Treadmill > cushion: Treadmills inherently provide more cushioning of forces produced with running, thus dampening the affect on any underlying predilection toward shin splints.

Not unusual: It sounds like the pounding of running on concrete could be the etiology for your shin splints when you run on a softer surface or treadmill you may not get symptoms try some cushions or orthotics in your shoes running on the treadmill without pain is better than not being able to run at all.
