Penis Muscles?: The penis itself does not contain any muscles, so if you have penis pain, it needs to be evaluated. If the muscles that are hurting are in the surrounding groin area, yes, voltaren (diclofenac) gel can be used in those areas. It should not be used on the penis or glans.
