Depends: What you are describing could be related to "sun damage" which could be improved with prescription creams, or, more simply, just "dry skin" which would be improved with proper moisturizers. I would recommend that you see either a dermatologist or plastic surgeon for their recommendations after they have had a chance to examine you.
