Both bad: You must control your hbp with proper meds and lower your cholesterol to proper levels to halt the progression of atherosclerosis ( and in some cases, even reverse it ).

Can't say: Atherosclerosis can be the cause of high blood pressure or it can exist by itself. The two are not comparable and there is no way to answer that question.
