High potassium: Yes they can be but they may have some underlying damage secondary to a lack of blood supply to areas of their body because their heart stopped. The damage also depends on how long their heart stopped.

Hyperkalemia: Absolutely. Hyperkalemia can be due to a myriad of causes, but it is an an acute medical emergency. The cause needs to be identified and rectified immediately, and medications can be infused to reverse the high potassium levels. If cardiac arrest is involved, the patient can be "shocked" as in any cardiac arrest, but the success rate depends on the cause, duration, and cardiac status.
