Yes and probably no.: About .09 percent of adults seem to have congenital absence of the gallbladder. Very important that this is known if you are evaluated for abdominal pain since not seeing the gallbladder can mean a scarred inflamed gb requiring removal. If the gb is absent and the surgeon doesn't know there can be severe damage done to the bile ducts during laparoscopic surgery for gb removal.

Yes: People can be born with out a gallbladder(agenesis). Most cysts are benign and of no significance.
