Depends: Pills that are scored can be split with no problem. Time released medication if not scored should not be split because it disrupts the time release layer.

Yes.: Any uncoated tablet that is not made to digest slowly can be broken. "time capsules", long-acting delivery systems, and coated pills should be left alone. But sometimes it can save you money to get a prescription for a higher-strength pill that you can cut yourself with a pill cutter. For example, instead of taking 1 50mg tablet twice a day you can take 1/2 of a 100mg tablet twice a day.
