Infection: Most tubo ovarian abscesses result for infection of the fallopian tube called salpingitis, which is ofter related to a current or past chlamydia or gonorrhea infection (though not always). If the infections increases to the point that the tube fills with pus and then the infection spreads to the ovary such that they may be pus around the ovary then you have this issue. It can be quite serious.
