No: No way can a torn meniscus do that, unless there was a penatrating wound that entered the joint. The they + 2 separate problems

Not by itself: A torn meniscus is deep within the hoint and should not lead to cellulite. However, swelling related to an acutely torn mensicus could make the overlying tissues susceptable to cellulitis.
