Several things: It could be "ringworm" (a fungal infection of the hair and scalp). It could also be psoriasis. You should consult a dermatologist, who can take a sample to determine the cause of the flaking and scabbing.

Seborrhea: Your description is most consistent with seborrhea. If he has this skin tendency, then not removing shampoo completely can make it worse. Your pediatrician can deal with this easily. No need for dermatologist.
