Can try Bacitracin: Plus a little benedryl, available otc at your pharmacy. Could be due to irritation under foreskin if uncircumcised, or so called "ideopathic edema" if circumcised. Can also be caused by insect or spider bites. See his dr. If it persists, worsens or recurs.
