What does it mean to have black rings around your wrist and your hands dry up after 20 min in water this happen to me all last week?

Not sure: Can't say I have heard of this type of problem. If water is cold it may trigger a spasm of the artery which can give your hand a mottled appearence. This can happen with exposure to cold and warming them in water can help. Need better description of symptoms to provide better advice.
