Aquaphore ointment: I would recommend aquaphore ointment. If dryness is a sign of dermatitis(i.e., cheilitis), then i would prescribe Hydrocortisone 2.5% ointment.

Chap stick: It is not unusual in the winter for skin to dry out especially lips. Tis is due to the lack of humidity in the air. Gasoline or chap stick would be the best solution for your problem until the weather gets warmer.
