Yes: Absolutely. Allergies are a very common cause of nasal polyps. Other causes exist as well, besides cystic fibrosis.

Yes: There are other causes of nasal polyps other than cf. Sometimes the tissue upon removal can be tested for CF mutations. In one such study a certain number of allergic patients were found to be carriers of a CF mutation.
