Oxygen is important: In general, you can't cure right heart failure since the cause is usually not treatable. It is usually related to lung disease, left sided heart disease, or pulmonary hypertension. Adherence to oxygen intake is important however. There are some meds than can be helpful based on the exact cause and you can discuss specific options with your doctor regarding this.

Yes: If it is due to lung problem or COPD it can be improved by improving lung function like smoking cessation, treatment of sleep apnea, weight reduction, and other treatments of copd. It is usually associated with left heart failure and there are a lot of medical treatment for that.
