If : If you have no insurance (and no means to pay), you can still go to an er and have it x-rayed. This way, at least you'll know for certain whether it's broken, and also how badly. If it's a bad break that needs to be reduced (put back), i'm not sure the er will do that, and you might have to suck it up and go see someone or suffer the consequences of a non-union or malunion, which will haunt you for the rest of your life.

X-ray : Would be nice and there is a possibility that you fractured the toe into the joint. If the joint is displaced you could end up with a deformity. That being said most toe fractures are non operative unless here is a major deformity. The boot should be fine but if not better in a few days get an xray.
