You : You should really be seen by a doctor. The "red-rash looking spots" on your penis could represent a syphilis lesion or maybe even warts or herpes. On the other hand you may not even have an std and the area could be irritation, burn, or abrasion from multiple reasons. The best thing in this situation is to see a doctor and have std testing done. Good luck.
