The : The renal arteries supply blood to the kidneys. No renal artery should mean no kidney on that side, though i suppose she might have developed some type of accessory branches that are keeping the kidney alive. Even if not, and she's missing one kidney altogether, the other one should do fine by itself. That would not keep her from being able to have children. Nor would it have any impact on her ability to safely consume alcohol.

Appropriate : Appropriate low level consumption of beer, wine will not affect her renal atrey condition. Clearly no one should drive or operate machinery with the consumption of any alcohol but one drink occassionally will have no affect.

Odd statement: If you are born without one renal artery, you don't develop one kidney and can have a normal life,including alcohol intake and pregnancy.If you are born with no renal artery at all, you die within hours,It sounds like your information is confused and without clarity no firm answer is possible.
