"Bumps" : "bumps" on the penis and scrotum could be several things including warts, benign sebaceous glands, molluscum contagiosum, pearly penile papules, and other possibilities. Very difficult to answer without a picture, unfortunately. Sebaceous glands on the penis and scrotum are typically small, yellowish bumps that are fairly uniform in size and shape and often you will see a small hair coming out of the bumps. Warts, on the other hand, are typically more verrucous and flesh or slightly darker colored and are more clustered or sporadic in that region. I would recommend that you have him evaluated so that both of you know for sure what he has. I hope that helps a little.

Possible: Whether he has or does not have warts requires an examination. You should get HPV vaccine irrespective of his HPV status.
