Should i be concerned about an ovular buldge that is red and white that hurts when you touch it on my penis i just found it its red around the edges and is a tiny white. it was whiter but it started to leak fluids a little blood.

It : It sounds like a pimple or small absess (bacterial infection). Regardless other more serious things need to be ruled out (herpes, syhilis etc.) you should schedule a visit with your primary care provider for an examination and treatment as deemed necessary. Best of luck.
