Generally Yes: They are generally safe. However, you need to take a couple of precautions. First, if they do not have a timer, you have to be vigilant about turning them off, as you do not want to start a fire. And, as to heating pads, you need to make sure that you do not lie on the heating element directly, as they can deliver at least 2nd degree burns.
