It can happen: The success of reversal of tuboligation depends on the experience of the operating surgeon, but i guess it is around 60%. If you are in good health (and being 28), there is a very good chance of getting pregnant after a successful reversal procedure. Eat well, sleep well, exercise regularly, take your prenatal vitamins to improve your chance of a healthy pregnancy. Consult doc and good luck.
