No: Sperm must be inside the vagina to travel up the uterus to fertilize an egg. Sperm can not travel though a swimming pool or bathtub.

Sure.: Happens all the time in some marine mammals. However, sperm numbers will be dliuted and the chances of pregnancy are much lower.
