Hives: Generally raised pink to red bumps intense itching. No white spot. Doctor needs to see. Suspect bite most all insects have venom that can cause itching.

Not likely: Hives can sometimes appear with a central area of pallor (whiteness) with surrounding redness. However, "small white bumps" is a bit vague in description. Hives are often (but not always) very itchy, and can be aggravated by heat, pressure, and other things. If your symptoms do not go away, see your doctor so you can be properly examined and diagnosed.
