Possible: For a normal 28 day cycle, you would have ovulated on the 18th. It is too early to test at this point, but it is possible.

Yes: If your menstrual cycles are monthly, ovulation typically occurs two weeks after the first day of full flow. Hence nov 18 you could have ovulated. A home urine pregnacy test at the time of expected next menses can be positive if you are pregnanct. If in doubt then consult your ob/gyn.
