I suffer from being mild mentally handicapped, with a severe bipolar illness. could my mild mental handicapped be considered a disability?

It depends: It depends on your level of disability and just how your condition affects your overall level of functioning in all areas of your life and day to day activities. Are you trying to get a check? Can you not work? You could seek out a disability determination evaluation. In my practice, i try and help folks so they can function and are not handicapped so they can work.

Depends on skills: One can qualify for disability for any disorder that affects their ability to hold or sustain a job. Mental retardation and bipolar disorder which cannot be effectively controlled by medications are grounds for disability.
