Not your case: You are 28 years old, too young to have impaired circulation unless a congenital lesion. For constant lightheadedness, i want to check your blood count, sugar, heart, circulation in neck and your inner and outer ear. These may help me to diagnose , if all is normal the i would consider other trsts

Possible: Your physician must rule out several other things before investigating your circulation to the brain . In cases of carotid artery occlusion and narrowing on the the other side this may happen . Also severe narrowing of the vertebral artery with occluded or hypoplastic (small) other vertebral artery this may happen.
