Sleep assessment: You need to rule out medical causes of sleep disruption if these sleep medications are not helping. Check thyroid too: First get a good medical workup to rule out physical causes like hyperthyroidism, sleep problems, etc. If you are medically ok, it might be an anxiety or panic disorder.
