Any number of things: Psoriasis, balanitis, fungal infection, or simply irritation. I would try some Hydrocortisone cream on it and see what happens. Topical ketoconazole would be my Next Choice ( anti-fungal). If it doesn't clear, see your doctor. At your age, penile cancer is moot!
