Yes: Pad is the deposition of cholesterol, calcium with inflammatory changes on the inner lining of the arteries. The process begins early in life and by 20 the changes in the arterial wall can already be seen on pathologic specimens ( autopsy ). Symptoms related to the progressive narrowing of the arteries occurs over many years as need 60% - 70% narrowing or debris passing downstream.

Symptoms are rare: As dr. Wyffels said, autopsies on soldiers in viet nam showed early evidence of pad in young men as early as their 20's but having symptoms from pad when you are 20 would be exceedingly rare.
