Burn: Yes, this sounds like a superficial partial-thickness burn. Should heal just fine.

Aloe vera if not inf: As long as their are no open lesions over the burn site, applying pure aloe vera will help the area heal faster. If the area is red or if the blister is open then applying silvadene (silver sulfadiazine) cream along with a non-adhesive dressing/bandaid until the area is completely heal.
