Pregnancy unlikely!: A tubal ligation performed at the time of c/s carries an extremely low failure rate over time. While it is never wrong to go ahead and do a pregnancy test, this seems like an unlikely explanation for your "flutter". In the right upper quadrant is your gallbladder, liver, and a portion of the large intestine. Given the lack of pain, this is of low concern but should be discused with your doctor!

Reversal: Tubal reversals are possible and usually best done by a surgeon who does multiple cases each year. This would be a reproductive endocrinologist.
