Maybe not fleas: Your friend may still be infested; was the source of the fleas located and cleared? Are you sure it was fleas? Other wildlife, such as scabies mites, will cause continued itching until properly treated. And there are many other causes of itching. Your friend's best bet is to see a dermatologist for a proper diagnosis.
