Not Enough Info: There could be several things going on. If the solid swelling is on/in the scrotal skin, it may be a sebaceous cyst. If the swelling is inside the scrotum, but not attached to the testes, it could be a cyst or clot. If the solid swelling is on the testes, it needs to be evaluated for testicular cancer as soon as possible. See your doctor for further evaluations.

Rule out tumor: Solid painless mass in or on testis or spermatic cord is cancer until proven otherwise. Following are benign:- tense hydrocele or spermatocele cyst within scrotum might feel hard. Lump in scrotal skin could be sebaceous or epidermal inclusion cyst. Your local urologist is person to see, asap if testicular lump. Good luck.
