Depends on access : If there is an access to medications yes. I have seen in nursing home elderly who has issues of addiction inspite of being dependent on others.

Quite possibly: Loss of memory does not mean that a person will necessarily stop drug abuse. Drug addiction is a compulsive physical or psychological need for a habit-forming substance.
