Minimal help: Sagging breasts is a common problem. Toning up the chest muscles (known as the pectoralis) will give some help but no enough of a difference. The only way to get lift sagging breasts is the get a breast lift or mastopexy by a plastic surgeon.

No: Unfortunately no. Think about it. You can exercise muscle but you can't exercise skin our fat. The chest muscle (pectoralis) is a, broad flat muscle that you can make thicker but it doesn't bulge like a bicep. Your breast will hang just like it did before but from a more fit muscle. See a surgeon certified by the american board of plastic surgery.
