I have a very oily skin. by early afternoon my skin looks like a mirror! oil control lotions seems fairly ineffective. is medication my only solution?

Oily skin: Sometimes when we have oily skin, our first inclination is to wash it with cleanser more frequently. But that often serves to dry out the skin more frequently, which causes your skin to become more oily. It becomes a hard to break cycle. If you think you're getting acne from the excessive oil, it might be good to at least talk with your doc about options - it doesn't mean you have to use them.

I might suggest starting to wash your face with Neutragena soap twice a day. Your oily skin problem may slowly improve.
