Kind of, No: Many of the agents used for hemorrhoids, as topicals, they provide symptomatic relief for the hemorrhoids. However, they do nothing to treat the hemorrhoids themselves. If you are considering dibucaine 2% ointment or equivalent Lidocaine ointment, should be fine, but won't change things for the long term.
