Possibly, but why?: Most wiper fluid will have some sort of chemical composition to lower it's freezing point - usually some sort of alcohol and are a combination of solvents with a detergent. While this is a drying agent, you could just soak your feet in warm soapy (dish washing detergent) water, epsom salts or a dilute vinegar solution. With wiper solution, you could be getting different concentrations of agents.
