It shouldn't be..: There is always some/slight odor to the menstrual blood, but foul odor suggests a possibility of infection--vaginitis/vaginosis. A retained tampon is often the course of very foul odor even without menstrual flow. If you have pain as well, then more severe infection such as endometritis/pelvic inflammatory disease etc..Consult doc. Good luck.
