Yes: Blind is relative. From the legal definition <20/200 yes, it is possible. Early detection and therapy are the best bets to reduce the potential for future serious and permanent vision loss.

Yes: Sometimes a weak eye is never discovered because the eye have not been tested independently. During visual development, it's best to get a screening eye exam to look for any visual problems that might cause relative blindness if not corrected early (especially during the age when someone can't tell you something is blurry).

? fixing ?: Sometimes people use terms differently than us docs. To us lazy eye refers to the vision loss caused when the brain decides to ignore or turn off the input of a weaker or misaligned eye. If your eyes don't line up properly that is strabismus & the double image it causes forces the brain to turn one off. If someone strengthens a weak eye or gets them straight soon enough it may save vision.
