Possibilities: One possibility is some type of drug intoxication, such as Cocaine or other amphetamine-like substance. In some, alcohol can dis-inhibit talkativeness too. The person may also have bipolar disorder and be in a manic episode. Such people talk quickly and loquaciously, are very energetic, and can sometimes be very difficult to follow. They can switch from elated and jovial, to irritable too.
