Depends on where...: Depending of where the white bump is, it could be trapped oily secretions (which usually are trapped by the foreskin on the glans if the foreskin isn't being pulled completely off the glans, or sometimes there are small amounts trapped at the base of the glans where it meets the skin of the penis shaft). Bumps are hard to describe in words, so a primary care doctor can look to evaluate the bump.
