Yikes!: If it's close to the surface you may be able to open up a small hole in the skin over it and pick it out with tweezers. I've used a strong magnet like this before to pull it out also. If it's deep you'll have to get a doctor to numb it up and cut it out.

Depends: If part of the needle is still sticking out, then pulling it out is ok. If it is buried, you probably should have a doctor do it to make sure you don't get infected or make things worse.
